Alright. I don't think this will turn out well at all.
First, it's total glass cannon. No toughness and low vitality. And, no points invested into making Death Shroud last longer. I can promise you, as a pure Power Necro, I can kill this build very quickly. And Warriors/Thieves have burst far superior. I can also tell you that you won't defeat an Engineer with this build, nor a Guardian or Mesmer. Burst DPS is too low, and they can keep your conditions off. Well of Corruption could, theoretically, replace Corrupt Boon, which is also needed against these classes, but we'll have to see how it operates. If it just strips one boon per second, not good enough. If it strips all boons per second, good enough though you'll have to be good with the ground targeted part. Without a root, anticipate players standing in your Wells for 2 seconds max for Spvp.
You have your bleed duration increased to 56%, which puts your Scepter at 6s. That's not long enough to really stack a lot of bleeds. With the high crit % you're banking on your Earth runes proc'ing often, which will be about 22% of all attacks. The Curses trait, Barbed Precision is only a 1 second bleed. You have no bleed creating Utilities. I understand Corruption could cause a bleed, and that Spite has a bleed, but that's not even remotely going to cut it, especially with Spite's 90 second cooldown, which is much too long for that ability to be useful.
I think in terms of Conditions, this is a terrible build. I do like that you took the Dodge bleed, especially since you don't have the Staff. That's a good decision. Your condition damage overall is at a very solid number. And, I'm fine with taking Plague in this build. However, you're basically entirely reliant on the Scepter bleeds, which are too short, especially since you'll be on the axe quite a bit. And, you're banking on your Wells being extremely effective with manipulating conditions. On top of all this, you don't have the staff for max range, and you have no survivability. The latter two being a very bad combination.
My recommendations:
1. Change your 30 Point Curses trait to Lingering Curse. That alone, puts your bleeds on your Scepter up to 89%, or 7.5s.
2. Change your Armor Runes to 2 Rune of the Centuar, 2 Rune of the Afflicted, and 2 Rune of the Krait. This will put your Scepter bleed up to 134%, or 9.5s. Now, you can really stack Scepter bleeds while swapping to Axe. Cooldown on weapon swapping is 10s. So, you can swap back to stack more bleeds.
3. I would really recommend dropping Signet of Spite for Blood is Power. For one, it's a massive Life Force generator, and you don't have much for that outside Ghastly Claws. For two, the 2 bleeds it initially stacks will last forever. And 3, combined with the offhand dagger ability, the two bleeds it puts on you can immediately be sent over to the enemy. So, this ability really stacks 4 long lasting bleeds while giving 20% life force for death shroud. This is a great lead-in, followed by Deathly Swarm to switch the two bleeds over, Enfeebling Blood, and a few Scepter auto-attacks, while then switching to the Axe for Ghastly Claws and the Focus abilities. Should be able to easily have 10 bleeds in a matter of 6-8 seconds, which will be 1k damage per tick for roughly 10k damage, on top of at least 6 seconds of Poison (3 seconds per round of Scepter attacks) which is bascially 200 per tick for another 1200 damage. Add in any Marks of Bloods that you get people e to trigger and now you have a strong condition build with only some minor overall changes, and I've left your Wells alone, since you are interested in those.
4. In terms of Burst, you're going to be pretty weak, even with a medicore 1500 power but very high crit %. For one, you have one burst ability, Ghastly Claws, which is a channel. It's a very low cooldown, which is great, but that's your burst and it's pretty close range. Life Blast in Death Shroud can be decent burst, but you'll be knocked out of Deathshroud pretty quickly. Lich Form can be a massive burst ability, and I'd consider that for this build because of the range. Overall though, you're more condition-based than burst damage. I'd say 75/25% split.
5. Survivability. For what you're trying to do, you'll almost have to be a glass cannon, which really sucks for Spvp. Necros get screwed because there isn't an amulet for Condition Damage, Toughness, and Power. You may want to consider the Rabid Amulet if you start to get frustrated with survivability. The other issue I see is with your heal. Consume Conditions is really great because its only 25 seconds and it clears your conditions. I understand you have Well of Power, but again, this is only useful if it changes all conditions to boons, not just one per second. The 60 second cooldown is rough too. So, if you get conditioned up and your Well is on cooldown, your off-hand dagger ability misses or is blocked, you are in serious trouble. Consume Conditions really can help in that regard.
Anyway, those are my initial thoughts.
