Vitality is more important than Toughness for withstanding conditions. 19k HP is alright, but I'd recommend Runes of the Soldier rather than Earth. I understand the Protection bolstering is useful, though.
Tome of Courage is far more useful than Renewed Focus.
Sword is better for single-target damage. Mace has more crowd-control/survivability built into it.
Do your Consecrations really need to be ground-targeted? Consider getting just Master of Consecrations as your Adept trait in Virtues, then taking Shielded Mind for Grandmaster.
Other than that, looks like it'll be a beast to take down. Don't expect to kill anyone with this, of course.

Yeah, nice build. My choice would be knight's amulet and rune of the dolyak. Soldier's rune is a good choice but you need more shouts to make it worthwhile. Dolyak provides perma regen that can help offset bleeds and burning even though it provides less health.
There changed it up a bit. Ended up going with knights amulet. Puts me at 48% crit (+15% one handers) and allowed me to keep divinity runes that give a ton of stats and cri dmg
