Apparently I skipped the rune crafting quest that offered at level 15. So at level 30, the process isn't/wasn't clear to me. If anyone else is in this boat, here's a Runecrafting 101 thread.

All runes made are actually static and scale to the gear piece. There is no level restriction on runes, and they scale, thus the runes you're making now for your level 30 gear are the same runes I'd use in my 50 gear, but you may only get 5 of a stat while I get 19.
